Can it check the certified payroll against the job cost before we submit?
Your WH-347s, field time cards, and job-cost labor land in the same warehouse keyed to the job, the employee, and the work week, so the comparison the agency would run happens before the payroll is certified rather than after. The January 2025 revision of the form gives you more to check against: the wage determination number, the journeyworker or registered-apprentice designation, and the total fringe benefit credit shown separately from any payment in lieu of fringe benefits. Synopsis assembles the records and shows you the gaps. Your payroll administrator still signs the statement of compliance, and Synopsis does not make anyone Davis-Bacon compliant.
Can it track apprentice ratios and DBE participation across our DOT jobs?
Yes, with one note on where the numbers come from. Certified hours by craft and registered-apprentice status land next to the time cards, so whether a crew is over the ratio is one query per job per day; the permitted ratio itself comes from the apprenticeship program standards and the applicable wage determination, and registration is confirmed with the Office of Apprenticeship or your state apprenticeship agency, not with a payroll system. On DBE, your state DOT's Civil Rights and Labor system already reports some participation back to you as the prime, so Synopsis reads that alongside B2Gnow commitments and the subcontract payments in your ERP.
Does Synopsis submit our certified payroll for us?
No. You keep submitting through LCPtracker, eMars, Elation Systems, or your state DOT's portal. What Synopsis does is check the payroll against the job cost, the time cards, and the wage determination first, and tell you which weeks would come back rejected. Signing the statement of compliance and filing it stay with your payroll administrator.
