We're not the claimant on these funds. Can Synopsis still help?

Yes, and that is the point of the page. On a state cleanup fund the claimant is the tank owner or operator: California pays a current or past owner or operator of the tank, Indiana ELTF reimburses owners and operators, Tennessee has the owner file the eligibility form, and Missouri PSTIF says reimbursements cannot be made directly to the consultant or contractor. What you hold is the invoice to the owner, the job cost behind it, the manifests, the field logs, the lab reports you were sent, the claim status the owner shares, and the jointly payable checks when he directs them to you. Those land in one warehouse keyed to the site and the owner, so days since a claim last moved, which packages are missing backup you produced, and which invoices are still recoverable become single queries.

Can it find invoices we wrote off that the fund file says are still payable?

Usually, yes, and it's one of the first questions project accounting runs. Write-offs in the GL land next to the owner's claim record and each program's filing and appeal windows, which you load once, so invoices with a recoverable balance and complete backup come back as a ranked list instead of a memory exercise.

What do we need from the owner to make this work?

A claim number, the program, and whatever status he gets back. Most owners forward the fund's letters or a portal screenshot, and the spreadsheet your collector already keeps is enough to start. The rest is yours: the invoices, the job cost, the manifests, and the field logs.
